Minutes of the Parish Council meeting held on Tuesday 4 December 2018 at 7.30 pm in Corringham Village Hall

01.12.18   Chairman’s Remarks
Cllr. Hardwick welcomed everyone to the meeting

03.12.18   Declarations of interest
The following declarations of interest were made:

04.12.18   Public Discussion
No members of public were present.
            
05.12.18   Notes of the last meeting of the Council
The minutes of the meeting held on 6 November 2018 were discussed and resolved as being a true record. 

06.12.18   Police Report 
PCSO Mcfaul sent the following report:

28/11/18 – Burglary at a property on Middle Street, Corringham.  Forced entry via the rear patio doors.  Untidy search with nothing taken.
   
07.12.18   District and County Councillors’ reports 
County Councillor
The Clerk had forwarded a copy of a newsletter from the Cty. Cllr. Perraton-Williams prior to the meeting containing an update on County Council issues.

08.12.18   Clerk’s Report
The following update was given:
•   The emergency mobile numbers had been passed onto the LCC Emergency Planning Officer.
•   ACIS is unable to offer the Mill Mere site as a temporary car park as the ground is unsuitable to park on.  There are drains which could collapse if a significant amount of weight above ground is put on them and their insurance policy would not cover this.
•   Still no answer from Highways regarding the Parish Council’s questions about the winter self-help scheme. Clerk to continue chasing.
      
09.12.18   Reports 
Village Hall
Cllr. Blades reported as follows:
•   The Christmas quiz was well attended.  The Christmas lunch is to take place on 12th December and the Christmas fayre is to take place on 8th December.
•   There will be carol singing on 21st December.

Neighbourhood Plan
There was nothing further to report.
      
10.12.18   Matters for consideration

Grass cutting contract/LCC grass cutting scheme
The Clerk went through the details of the LCC’s code of conduct regarding grass cutting and confirmed that the Parish Council’s current insurance provision would need to be revisited.  Cllr. Arthy also read out the requirements that individuals need to be aware of if they cut the grass verges.  It was agreed that the decision to sign up to the LCC grass cutting scheme was to be deferred until the next meeting.  The Clerk also required further clarification on the grass cutting contract before going out to tender.  

Newsletter
Cllr. Hardwick reported that the newsletter is to be published in the January 2019.

Appointment of Burial Board Clerk
Cllr. Arthy agreed to help out with the role of Burial Clerk.  It was agreed to include the appointment of a new Burial Board Clerk on the next agenda for further discussion.

New Noticeboard
The Clerk provided prices and designs for a new noticeboard.  In order to allow all members the opportunity to comment, it was agreed to defer the decision on which noticeboard to purchase until the next meeting.

11.12.18   Financial Matters

It was resolved that the final claim should be in line with the estimate of £10,000 (this included possible election expenses). 
            
12.12.18   Planning Matters

Planning Application Number 138312
Outline application for the erection of 1 no. dwelling – access to be considered and not reserved for subsequent applications.

Location:  Land off Aisby Lane, Aisby, Gainsborough

The Clerk reported that the above planning application had been withdrawn.

14.12.18   Councillors’ reports and items for inclusion on the next agenda
The following items were reported:
   
Agenda Item – Appointment of Burial Board Clerk, purchase of a noticeboard, grass cutting contract and future donations to the Church.

•   It was requested that a dog litter bin be installed near Edmond Close.
•   It was reported that the hedge near the school had now been cut.
