Minutes of an Ordinary meeting of Corringham Parish Council, held on Tuesday 6th June 2023 at 7.15 pm at Corringham Village Hall

Present: Parish Councillors: D. Semley (Chair), S Blades, M. Parr

7.15pm – Public Forum: 

No members of the public present.

1.   CHAIRMAN’S REMARKS

Meeting was opening by Cllr. Semley who welcomed all to the meeting and advised Standing Orders & Nolan Principles were in place.

2.   APOLOGIES FOR ABSENCE – None

3.   DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 AND TO RECEIVE ANY APPLICATIONS FOR DISPENSATION IN RELATION TO DSICLOSABLE PECUNIARY INTEREST – Cllr. Parr - Allotments

4.   MINUTES - To consider and resolve to accept as a true and accurate record and discuss matters arising:

RESOLVED - That Minutes of the General Meeting held Tuesday 16th May 2023 were approved and signed as a correct record.

a.   Cllr. Semley informed the meeting that the caution had now been removed from the Cemetery land Registration and paperwork is now with the Land Registry.

b.   Cllr. Semley informed the meeting that the AGAR exemption certificate has now been submitted , that the Public consultation period has been posted, and all the AGAR documents are now on the website.

5.   BUSINESS MATTERS FOR CONSIDERATION – 

a.   Appointment of the RFO had been omitted at the last meeting. It was RESOLVED that as Cllr. Semley had now completed a year as acting RFO that she continue in this role.

b.   As the Council is still operating without a Clerk, and as Cllr. Semley has been undertaking the role for over a year it was RESOLVED that she continue in the role for the present.

Financial Regulations have been updated to included stronger controls for online banking and controls

c.   Additional grass and hedge cutting requirements – Cllr. Semley has spoken to Heathers re additional grass and hedge cutting  against cyber security breaches. The document had been circulated prior to the meeting and it was RESOLVED to accept the updates.

d.   As the Church Warden had intimated, in his annual report to the Council, that the Church held some paperwork relating to the Ashwin Charity it was RESOLVED to approach the Church to seek permission to view the documents with a view to trying to resolve the ongoing issues with the bank.

e.   After discussion it was RESOLVED to maintain the current rental charges for the allotments.

f.   The budget was reviewed and it was RESOLVED that monies be held in reserve pending works on the Cemetery and Pond areas.

6.   FINANCIAL REPORTS – To receive the financial report and approve payments. 

a.   RFO Report was approved as presented (see separate report) 

b.   Payments were approves as presented on the payment document.

7.   PLANNING MATTERS

One application received for works to a dwelling in Aisby - no comments from the Council.

8.   CORRESPONDENCE

a.   E-mails had been circulated prior to meeting for information only. 

A discussion was had re the upcoming Tillbridge Solar Farm consultations. It was RESOLVED to attend consultations where possible to gather further information. The Council RESOLVED to continue to monitor the situation but not take any actions at present.

9.   ONGOING MINOR ITEMS AND AGENDA ITEMS FOR THE NEXT MEETING

It was RESOLVED to write to Cllr. Howitt-Cowan to seek clarification re comments made in his report to the Council with regard to the Council’s involvement in the restoration of the Church Lytch gate. 

Cllr. Semley to speak to Heathers re regular maintenance of Back Lane, Footpath from East Lane to Recreation Ground, and hedges & grass around the benches.

Dog waste bin outside old butchers shop is getting buried in the hedge. Cllr. Blades to speak to landowner re cutting of hedge.

Hedge on Edmund Close is overhanging footpath. Cllr. Semley to look into which Housing Association are the land holders and make contact.

Hedge on High Street is overgrown. Cllr. Semley to investigate.

Hedge at entrance to Recreation Ground is encroaching into the entranceway. Cllr. Semley to investigate.

10.   DATE OF NEXT MEETING – To resolve to note the next Ordinary Meeting of the Parish Council will be on Tuesday 4th June 2023 – 7.15pm – Venue: Corringham Village Hall
