Minutes of Ordinary Meeting July 4th 2023

Minutes of an Ordinary meeting of Corringham Parish Council, held on Tuesday 4th July 2023 at 7.15 pm at Corringham Village Hall

Present: Parish Councillors: D. Semley (Chair), S Blades, M. Parr

7.15pm – Public Forum: 

One member of the public present showing interest in becoming a Parish Councillor. The Chairman explained the role of the Parish Council and Councillors and how we are governed.

Item 

1.   CHAIRMAN’S REMARKS

Meeting was opening by Cllr. Semley who welcomed all to the meeting and advised Standing Orders & Nolan Principles were in place.

2.   APOLOGIES FOR ABSENCE – None

3.   DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 AND TO RECEIVE ANY APPLICATIONS FOR DISPENSATION IN RELATION TO DSICLOSABLE PECUNIARY INTEREST – None relating to the agenda.

4.   MINUTES - To consider and resolve to accept as a true and accurate record and discuss matters arising:

RESOLVED - That Minutes of the Ordinary Meeting held Tuesday 6th June 2023 were approved and signed as a correct record.

a.   Cllr. Semley informed the meeting that the updated Financial Regulations were now on the website.

b.   Cllr. Semley still to write to Cllr. Howitt-Cowan to seek clarification re comments made in his report to the Council with regard to the Council’s involvement in the restoration of the Church Lytch gate. 

c.   Cllr. Semley to contact WLDC re dog bin issues.

d.   Cllr. Semley to write to Church with relation to Ashwin Charity.

5.   BUSINESS MATTERS FOR CONSIDERATION – 

a.   August Meeting - It was RESOLVED that the council would take a recess in August to allow for harvest and consolidation of Council business/activities.

b.   Payments through August - It was RESOLVED that Cllr. Semley, as acting Clerk, use Delegated Authority to ensure payments are made during August in line with agreed budgets.

Cllr. Semley also to assist Auditor if required.

c.   Additional grass and hedge cutting requirements – Cllr. Semley has spoken to Heathers re additional grass and hedge cutting requirements. She is to meet them on-site 5th July to confirm requirements. It was RESOLVED to accept additional costs for this work.

6.   FINANCIAL REPORTS – To receive the financial report and approve payments. 

a.   RFO Report (see separate report) – It was RESOLVED to accept RFO report as presented.

b.   Invoices received after RFO report was published were presented for approval - Payments for Heathers – grass cutting £630, WLDC – election costs £120.02, LCC – School cabin hire and donation to field grass cutting £140, Corringham Village Hall £26. 

All invoices were listed on payment approval form. It was RESOLVED to approve all for payment.

7.   PLANNING MATTERS

Two applications received - One application for Nicholas Way – extension – No comments

Second application relating to ongoing development off Foxby Lane – No comments

8.   CORRESPONDENCE

a.   E-mails had been circulated prior to meeting for information only. 

b.   It was RESOLVED to accept offer of litter picking equipment from LCC Waste Services

c.   Notification with regard to annual return for Ashwin Charity, due August 2023. It was RESOLVED to call a meeting of the Trustees for approvals.

9.   ONGOING MINOR ITEMS AND AGENDA ITEMS FOR THE NEXT MEETING

Ashwin Charity - It was RESOLVED to pursue the continuing issues with regard to the administration of the banking of the Ashwin Charity through solicitors.

Cllr. Parr informed the Council that he had cut the grass and hedges at junction of Mill Mere Road and Pilham Lane to aid safety. The Chairman thanked him for this service. Cllr. Parr is to speak to other land holders with regard to the cutting of grass and hedges at other junctions.

Noticeboard for Cemetery and post for pond safety equipment still needing installing.

Cllr. Semley to attend Tillbridge solar consultation Thursday 6th July – Hemswell.

10.   DATE OF NEXT MEETING – To resolve to note the next Ordinary Meeting of the Parish Council will be on Tuesday 5th September 2023 – 7.15pm – Venue: Corringham Village Hall
