1. APPOINT CHAIRMAN
Present – Cllr. Smith, Cllr. Stanser & Cllr. Semley
Cllr Semley was appointed as Chairman of the Finance Committee.
2. DECLARATIONS OF INTEREST AND DISPENSATION REQUESTS
No interests declared in respect of any agenda items.
3. TO CONSIDER BUDGET SPEND IN 2022-23 FINANCIAL YEAR.
The budget spend for 2022-2023 was reviewed. It was noted that several things had not been included in the original budget plans. These were expenses that were notified after the budget planning had been done for 2022-23.
This includes Bank Charges, Room Hire, Legal Fees, additional Grass Cutting due to a milder, longer growing season, unplanned training, and a noticeboard for the Cemetery.
The opportunity to grant fund works in the Cemetery and Pond Area was discussed and added into the 2022-23 projections.
Projected spend for the remainder of 2022-23 is anticipated to use funds from reserves.
4. TO CONSIDER BUDETORY REQUIREMENT AND PROPOSED PRECEPT FOR 2023-24 FINANCIAL YEAR.
A spreadsheet was built containing known and projected costs for 2023-24. Items omitted from the 2022-23 budget were added as well as known factors.
Projected income was discussed and added to the spreadsheet. The increase in the burial fees may help offset some of the spending but this cannot be relied upon.
In order to be able to better balance the budget an increase of 25% was considered, however the committee felt, although coming from a low base, this was an excessive increase.
The finance committee are to recommend a precept increase of 19% with any shortfall being made up from reserves. Without band weightings this equates to an increase of £10.40 per household over the year.
This will allow the Council to be able to maintain services as they stand. It is recommended that any additional projects be funded via grant funding.
