Minutes of the Parish Council meeting held on Tuesday 12 January 2021 at 7.30 pm held remotely via Zoom

01.01.21 Chairman’s Remarks
Cllr. Hardwick welcomed everyone to the meeting. Cllr. Hardwick referred members to recent local press articles about Cllr. Howitt-Cowan and confirmed that he had since been vindicated. It was agreed to write a letter in support of Cllr. Howitt-Cowan to the Leader of WLDC, Cllr. England (copy of the Conservative Assoc.)

05.01.21 Notes of the last meeting of the Council
The minutes of the meeting held on 1 December 2020 were discussed and resolved as being a true record (after correction to Cllr. Lowe-Hall’s name).
06.01.21 Reports from Outside Agencies and Sub-Committees
Corringham Village Hall
Cllr. Hardwick reported that things were still very quiet at the moment due to COVID-19 restrictions and there was nothing further to report.
Neighbourhood Plan
Cllr. Semley had submitted the following report:
The Neighbourhood Plan public consultation has now finished and we are collating the results. There are no objections to the plan or the policies. WLDC have made few suggestions to improve and strengthen the plan and we are working on these. Savills have challenged the numbers of dwelling we have allocated in the plan.
New Website
The Clerk reported that the work on the new website was on-going. It is now live but has limited content on it. It will need more work to develop it over the coming weeks.

Items not discussed in detail as some members had connection issues. The Clerk reported that Cty. Cllr. Perraton-Williams had not responded to the various questions in relation to the above. Cllr. Brown would try to contact her directly.

The Clerk reported that the all the allotment rents for the year had been received. The precept claim forms had been submitted to WLDC.
09.01.21 District and County Councillors’ reports

District Councillor
Cllr. Howitt-Cowan had forwarded the following report:
New Chief Executive
Mr Ian Knowles has expressed a desire to visit all 36 wards of WL in order to get a better understanding of the District. I shall be providing dates when I shall gladly take him on a tour of the Hemswell Ward encompassing local businesses and organizations etc
Commercial - Lea Fields Crematorium:
This is now open after a false start and taking bookings. A short video has been made for commercial purposes
Travel Lodge, Gainsborough
The restaurant on the ground floor is now open. Cream who will continue in Marshall’s Yard will operate this facility which goes by the name, ‘The Forge’ with associations of Marshal’s Yard.

Refuse Depot:
The Planning Application goes to planning very shortly.
Rough Sleeping Initiative
WLDC is one of the local authorities to receive a share of £600k from the Government to tackle homelessness and rough sleeping.
West Lindsey Churches Festival 2020:
The image of the Wray memorial in St Michael’s church has been selected for the brochure, flyer and posters for the festival. The Wray family were great supporters of the Separatist movement. The theme for the festival, now in its 24th year is, ‘Adventurers and Pilgrims.’ The Conference which is at Hemswell Court will have three guest speakers Rt Rev David Suffragan Bishop of Grimsby and Acting Bishop of Lincoln, Adrian Gray, Historian, writer and Lecturer and Fran Wills from the Diocesan Church Development Team.
Gainsborough Old Hall:
English Heritage are to take over the running of this Grade 1 heritage site on 1 of November this year.EH is excited by the prospect and I have met with two of their representatives who are responsible for the preparatory work.
Southern Extension at Gainsborough:
It is hoped after a series of false starts that building of dwellings will commence in April. 400 is the initial build of 2, 500 dwellings anticipated.
Gainsborough Cinema:
Plans yet to be submitted however English Heritage has approved of the draft and that is an important hurdle in the process of approval.
I have raised concern about the future of films being shown at Trinity Arts.
Gainsborough Bus Station:
Plans are afoot to revamp the present site, monies have been set aside in the 2020/21 budget for this project. The bus station looks tired and is not deemed attractive to both visitors and regular users.
Peer Group:
A health check of WLDC by the LGA [Local Government Association] has been positive. Their report will be disseminated shortly & I shall make it available to you once it has been released.
Member Development
This encouraged, its voluntary and not tied to the allowance received by cllrs and they are held in the Guildhall, generally poorly attended and the same faces appear at these workshops. The Member Development Group on which I am a reserve member are putting forward ideas on online training similar to those provided for governors of schools which in my opinion is to be encouraged.
Parish Charter
Now in consultation mode and I hope you will engage in it. It’s long overdue and the driving principle is to cultivate a culture of partnership working in order to make a difference to our communities.
WLDC Leading Group
In May 2019, the Conservative Group obtained the majority of seats and therefore became the ruling group, its majority was ‘slender’ especially if the opposition received the support of the independents our future rested on a casting vote, meanwhile the Conservatives have strengthened their position
18 Conservatives + 3 Independents in the Administration Group +21 12 Liberals
3 Independents
In order to secure an overall majority an Independent aligned with the Conservatives and now another two Independents have sought a similar alignment giving the leading group an overall majority of 6.

10.01.21 Planning Matters
New Planning Applications:
PA: 142098 – Planning application for the conversion and extension of former agricultural buildings Location: Middle Street
There was some discussion about the above planning application, however it was stifled again due to connection problems. No resolution was made. Cllr. Brown to email his observations. Clerk to collate responses and report back.

11.1.21 Councillors’ reports and items for inclusion on the next agenda
• The dog litter bin located near the school had slipped down the pole. Clerk to contact WLDC to have it refixed
• The grass verge at the rear of Cllr. Hardwick’s property had been churned up.
12.01.21 The date of the next meeting is planned for Tuesday 2 February 2021 at 7.30pm to take place remotely via Zoom.
