Minutes of the Parish Council Meeting held on Tuesday 20th July at 7.30pm at Corringham Village Hall.

01.07.21 - Cllr. Hardwick welcomed everyone to the meeting. Members were asked to observe the village hall COVID-19 safety rules.

02.07.21 – Apologies from Parish Councillors for Absence and Reasons Given
Cllr. Stanser – work commitments  Resolved: to accept apologies for absence.

PCSO J McFaul also forwarded her apologies.

03.07.21 – Declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any applications for dispensation in relation to disclosable pecuniary interest.

The minutes of the meeting held on 4 May, 2021 were discussed and resolved as being a true record.

06.07.21 – Report from Other Outside Agencies and Sub-Committees
Corringham Village Hall
Cllr. Hardwick reported that the first quiz night would be held next Monday. Future events included a table top sale in September and a Christmas fayre at the end of November. A senior citizens’ Christmas meal is planned which is to be charged out at £5/head. There are currently several organisations hiring the hall including a yoga club, table tennis club and gymnastics.

Corringham Neighbourhood Plan
Cllr. Semley reported that there had been an underspend of £803 from the last grant which is to be returned to Groundworks. There is a meeting Thursday to choose an Examiner for the Examination stage on the process. Three candidates had already put in a submission. The Examination stage is funded by WLDC. The referendum (final stage) is on course to take place at the end of this year.

07.07.21 – Matters for Consideration Grass Cutting Contract
Concerns were expressed by Councillors at the poor quality of work as well as the infrequency of visits by th grass maintenance contractor both at the cemetery and the pond area. Further, recent invoices revealed an increase in charges for some of the areas. Clerk had already written to the Contractor asking for justification for this and the invoices were on hold for payment.
 
As a contingency, it was agreed that as an interim measure, Councillors would take on the grass cutting whilst possible alternative contractors were identified.

LCC Consultation – Proposed Waiting Restrictions
LCC is consulting on proposals to tackle inconsiderate and dangerous parking on the advisory school keep clear markings at the junctions in the vicinity of the school which include mandatory school keep clear markings and a ‘No Waiting at any Time’ area.

Parish Council comments: concern that residents on the junctions affected may have no means to off load. Also offer a general comment about reinstating a school bus to reduce the number of vehicles.

Donation Request – Grass Cutting on the Field
The School’s Governing Body had contacted the Parish Council regarding the grass cutting on the parish field. Their grounds maintenance team were finding it difficult to cut the grass beneath the trees on the far side of the parish field and have requested that the trees be pruned to enable them to cut beneath them. The Governors also made a request for a contribution of £120.00/year towards the grass cutting.

Resolved: to agree to the donation request.
Comment: After inspecting the trees it was agreed that there was no need to cut the grass underneath the trees instead leave it as is to encourage the nature flora and fauna.

Trees at the Cemetery
Cllr. Hardwick to meet a the LCC’s Environmental and Community Projects Officer regarding the Treescape Scheme to discuss tree planting options for the cemetery.

Central Lincolnshire Local Plan Consultation
LCC is currently inviting comments on the latest draft of the Local Plan. The consultation period runs until 24 August 2021. Cllr. Howitt-Cowan gave a short overview of some of the areas which he considered important including the green energy plans and the proposed number of new buildings in the County. Councillors agreed to review the LCC documents and forward comments, if any, to the Clerk before the closing date.

09.07.21 – Reports from the Police, District and County Councillors Police Report
PCSO McFaul had forwarded the following report:
4 x reports from the village of which 3 not in the public’s interest.
21/06 – Vehicle Offence– a lock had been broken on the side of a van on East Lane. No access gained.

Clerk to request that Cllr. Perraton-Williams forwards a monthly report to the Councillors.

District Councillor Report
Cllr. Howitt-Cowan had forwarded a newsletter prior to the meeting.
10.07.21 – Planning Matters
New Planning Applications
143053 – Erect Single Storey Rear Extension Location: 14a High Street, Corringham Resolved: No objection

Planning Decision
PL/0042/21 – To change school field from grass to artificial turf Location: Corringham C of E School, Middle Street, Corringham Decision:  GRANT

The Clerk to send a reminder to school that they will require permission from the Parish Council to access the school from the field together with an undertaking to make good any damage incurred to the gate, fencing and field. Also, to request details of the schedule of works, access requirements, types of vehicles etc.

11.07.21 – Councillors Reports and Items for Inclusion on the Next Agenda
Agenda Items: Maintenance of cemetery trees, new benches and the Queen’s Platinum Jubilee

The following were reported/discussed:

The pond fence is starting to disintegrate and requires inspection. Cllr. Stanser is to look at the hinge on the gate to the pond and could possibly look at this at the same time.

Cllr. Arthy reported that there doesn’t appear to be a ‘No dogs allowed’ notice on the entrance at East Lane to the playing field.

There was a general discussion about the on-going issues with the state of the roads some are now appear to be in a dreadful state. Agreed to make a list to forward on to Cllr. Perraton-Williams.

Cllr. Lowe-Hall had been in dialogue with ‘Call-Connect’ in relation to concerns raised by residents. There is an emerging issue with limited pick-up points and the usability of the service. Additionally, Cllr. Lowe-Hall was advised that contact with the company had to be by telephone which meant that there was no written record. Also, some residents struggled booking the service via the App.
Clerk to contact the Doctors’ surgery to find out when the Corringham surgery would re-open. Cllr. Hardwick gave her apologies for the next two meetings.

12.07.21 – Date of Next Meeting
It was resolved to hold the next meeting on Tuesday 7th September 2021 at 7.30pm in Corringham Village Hall
