Minutes of the Parish Council meeting held on Tuesday 5 February 2019 at 7.30 pm in Corringham Village Hall

Present:   Cllrs. P Hardwick (Chair), J Sims, J Saxon, A Watson, S Blades, J Eyre, M Parr,  A Hayward (Clerk)

Cty. Cllr. Perraton-Williams and Dist. Cllr. Howitt-Cowan.    Members of the Public: none  

01.02.19   Chairman’s Remarks
Cllr. Hardwick welcomed everyone to the meeting.

03.02.19   Declarations of interest
The following declarations of interest were made:

04.02.19   Public Discussion
No members of public were present.
            
05.02.19   Notes of the last meeting of the Council
The minutes of the meeting held on 8 January 2019 were discussed and resolved as being a true record. 

06.02.19   Police Report 
PCSO Mcfaul had forwarded a note to say there were no incidents to report for January 2019.  
   
07.02.19   District and County Councillors’ reports 
County Councillor
County Cllr. Perraton-Williams gave the following report:
•   The drains near Aisby have been cleared and the ‘Aisby’ sign has now been turned around and is now facing the correct way.
•   The gullies are to be cleared out this year.
•   The street light column on Mill Mere has been fixed.
•   County Cllr. Perraton-Williams had recently had a meeting with the Head Teacher of Corringham Primary School regarding school parking and informed members that the Head Teacher would be willing to attend a public meeting to discuss the on-going parking issues.  The meeting could be arranged to take place before a Parish Council meeting.  The Parish Council agreed to this and Cllr. Perraton-Williams agreed to progress.
•   Cllr. Perraton-Williams confirmed that she had secured funding to carrying out the necessary work on the Corringham Road junction.
•   There is a opportunity for members to be trained to become part of the community speed watch initiative.
   
District Councillor 
District Cllr. Howitt-Cowan gave the following report:
•   PA 138994 – single storey side extension (Park Farm, Yawthorpe Lane) has today been published.  But, as yet, no details are available
•   The Corringham Precept for 2019/20 has been approved
•   WLDC Precept will increase by 3%
•   There is a review of the Central Lincolnshire Local Plan
•   There are proposals regarding the future of local heritage services – period of consultation is to begin in February.
•   There are plans for new refuse depots
•   Foxby Hill Development – slw to be developed.  A Developer is interested in phase one (four phases in total)
•   Local Elections to take place on 2nd May 2019

08.02.19   Clerk’s Report
The following update was given:
•   LCC Highways have confirmed that Corringham Parish will remain on the LCC’s highways verge flail programme and will receive two safety cuts per year, in line with their current policy.
•   An update from WLDC regarding the issues around dumping rubbish and fires on the field off the High Street has been requested
      
09.02.19   Reports 
Village Hall
Cllr. Blades reported as follows:
•   The next quiz night is to take place on 25th February.
•   Table Top Sale on 10th March
•   The Stroke Association has booked the hall for a training session and Thornock has booked the hall for first aid training.  There is a wedding booked for August.

Neighbourhood Plan
A meeting with the Consultant had recently taken place and another had been arranged for 8th March 2019.  An open day is to be organised.

Emergency Planning
There was nothing further to report at this time.
      
10.02.19   Matters for consideration

Grass cutting contract
Cllr. Saxon waiting for the Community Payback Co-ordinator to get back to her regarding proposals for the pond area to be maintained by the Community Payback Scheme.  

It was agreed to extend the cemetery grass cutting contract to the end of 2019 season.  Cllr. Hardwick to confirm this with the Contractor and confirm that the prices will remain as they are at present.

LALC Annual Training Scheme 2019/20
It was resolved to sign up again to LALC’s annual training scheme.

Local Elections 2019
The Local elections are to take place on Thursday 2 May 2019.  The nomination papers were distributed amongst members.  All nominations must be returned to the WLDC Deputy Returning Officer, by hand, between 12 March and 4pm on 3 April, 2019.

Proposal: Application for approval of reserved matters for the erection of 9no. dwellings, considering access, appearance, landscaping, layout and scale, following outline planning permission 132781 granted 10 February 2016.

14.02.19   Councillors’ reports and items for inclusion on the next agenda
The following items were reported:
•   The Cemetery tap was running/dripping.  Cllr. Hardwick to arrange for it to be repaired
•   The dog fouling on Middle Street continues to be a problem.  Clerk to chase WDLC regarding provision of an additional bin.  If this is not possible, enquire whether or not the one near Church Lane could be relocated.
•   Cllr. Hardwick informed the meeting that an enquiry had been made as to whether or not it would be acceptable to make a bespoke headstone out of old tools.  After some discussion it was agreed this would be acceptable as long as the design was in keeping and within the allowable dimensions.
