Minutes of the Parish Council meeting held on Tuesday 2 April 2019 at 7.30 pm in Corringham Village Hall

Present:   Cllrs. D Semley (Chair), P Hardwick, J Sims, S Blades, J Eyre, M Parr, A Watson, A Hayward (Clerk) and Cty Cllr. Perraton-Williams.    Members of the Public: none  

01.04.19   Chairman’s Remarks
Cllr. Semley welcomed everyone to the meeting.

03.04.19   Declarations of interest
The following declarations of interest were made:

04.04.19   Public Discussion
No members of public were present.
            
05.04.19   Notes of the last meeting of the Council
The minutes of the meeting held on 5 March 2019 were discussed and resolved as being a true record. 

06.04.19   Police Report 
PCSO Mcfaul had forwarded a note to say there had been no incidents to report in March 2019.  
   
07.04.19   District and County Councillors’ reports 
County Councillor
Cllr. Perraton-Williams commented that there had been complaints about the drains in Aisby.  Also the tarmac work on the A631 is commencing again.  Reports of defeats can be made via ‘fix my street’ on line.

08.04.19   Clerk’s Report
The following update was given:
•   A letter has been sent to Barningham Memorials regarding the recent attitude of a member of staff whilst dealing with an installation of a memorial.  No response has yet been received.
•   The VAT claim for 2018/19 has been submitted to the HMRC.  Preparation for the year-end audit and annual return is underway.

09.04.19   Reports 
Village Hall
Cllr. Blades reported as follows:

A table top sale is to take place on 14 April.  It was also noted that the village hall café had now been running for four years.
   
Neighbourhood Plan
Cllr. Semley reported that the public consultation event recently took place.  The response was quite positive with around 45 people attending the event.  Attendees were asked to fill out a questionnaire about the vision statement and draft objectives.  These will now be analysed.  The next NHP meeting is to take place on 15th April. 

Emergency Planning
There was nothing further to report at this time.  Cllr. Sims agreed to help out with putting together the emergency planning document.
      
10.03.19   Matters for consideration

Community Payback Scheme
The Co-ordinator of the scheme has confirmed that they are unable to carry out work on the verges.

On-going

Noticeboard
Cllr. Semley agreed to look at a selection on noticeboards on-line and email members some suggestions.

Church Water Tap
The Church has requested that the Parish Council pay the water rates on the tap near to the lynch gate as it was not used by the Church.  After some discussion, it was agreed to ask for copies of the water rates, clarification that the meter is for the one tap and that the Church does not need to use the tap.

14.03.19   Councillors’ reports and items for inclusion on the next agenda
The following items were reported:

One of the directional Aisby signs requires turning the correct way.
•   A resident has asked that the dog bin off Church Lane be move slighting as it was directly outside his window.  The bin is also in need of repair
•   A car had been parked blocking Back Lane on a number of occasions.  Cllr. Watson agreed to speak with the owner.
•   There appeared to be a build-up of dirt/grass in the gutters on East Lane.  Clerk to arrange for the WLDC street cleaner to visit the village.

15.03.19   The date of the meeting was confirmed as Tuesday 7 May 2019 at 7.30pm on Corringham Village Hall, this being the AGM and Annual Parish Meeting.
