Minutes of the Parish Council meeting held on Tuesday 3 September 2019 at 7.30 pm in Corringham Village Hall

01.09.19 Chairman’s Remarks
Cllr. Hardwick welcomed everyone to the meeting.

The minutes of the meeting held on 2 July 2019 were discussed and resolved as being a true record.
06.09.19 Police Report
PCSO J McFaul had forwarded the following report:
30/08/19 – person(s) in a black Mercedes throwing items from the vehicle whilst driving through Corringham.
08/07/19 – suspicious males in the village (on police attendance it was revealed that the males lived in the village).
05/07/19 – attempted burglary at a property on Middle Street. Attempted to jemmy open a rear window at the property.

District Councillor
Dist. Cllr. Howitt-Cowan had sent the following report.
Devolution
A few years ago this was tabled at WLDC and I was one of 4 Conservative cllrs who voted against the Whip in fact LCC scuttled the whole devolution debate. One sticking point was the creation of a Mayor but there were other concerns which did not sit right. Meanwhile the devolution matter has not gone away and another attempt is being explored which will not have a Mayor but the ‘devil is in the detail’!
Bus Service
Although not part of my remit I have had concern that three villages have been affected by the withdrawal of the Stagecoach 106 service from Corringham, Springthorpe and Heapham within the Hemswell Ward.I share the disappointment that LCC did not inform WLDC about these proposed changes moreover I am critical of the way the matter has been handled; no consultation, now copies of the the new timetable were accessible or advertised. The school bus will operate as usual in term times. I understand that there is a Tesco bus once a week
Bus Station in Gainsborough;
This is owned by WLDC and due for a radical refurbishment after April 2020, meanwhile there will be pubic engagement. The present station is tired and run down its not an attractive sight for travelers and visitors alike.
Heritage Open Days in Lincolnshire and nationally
Hundreds of places will be open free from Friday 13 - Sunday to 22 September
Scampton RAF Base:
Nothing is progressing as the MOD has delayed on undertaking its assessment of the base and although the Government has said that the Red Arrows will go from Scampton the Government has yet to make up its mind where they shall be quartered. There are hopes from some sections of the community that the present Prime Minister may intervene and save the base.
Food Waste
There is a common agreement that we should collect food waste separately and feed it into the Biomas to create energy/ There is a pilot being undertaken in N Kesteven which is well supported by its residents and all the food waste comes to Hemswell Cliff. It has been estimated that the cost for Lincolnshire could be in the region of £1.5 m which is not forthcoming from central government as Lincolnshire has not the wherewithal to afford that cost.
Keeping the District Tidy
The ‘High Street Community Clean Up’ fund has granted £16,500 to the Council to replace bins in disrepair and provide litter picking kits to local communities. Bins in Gainsborough town centre and riverside walk, many of which were in desperate need of replacements, have been upgraded, improving the look of the area. A number of community tidy up kits will also be on offer to help support community groups and volunteer groups, thanks to money from the fund. Many community tidy ups have already taken place in West Lindsey, making a vast improvement to the tidiness of many local areas.
The remaining funds from the grant have been used to buy litter picking kits for schools, meaning that young people can learn to care about the tidiness of their surroundings. Corringham Junction
This will cost c £1.5 million and work starts in 2020.it will take the form of traffic lights.
Neighbourhood Plans in the Hemswell Ward
Willoughton was approved in July, there is a Referendum for Glentworth next Thursday and it should be approved in Full Council in October.
08.09.19 Clerk’s Report
The following update was given:
• Contacted housing associated to request that the hedges on Edmund Close be trimmed.
• Back Lane – contacted LCC to maintain the foot path. This has now been carried out.
• Church Lane – overgrown hedge, wrote to owner who has now arranged for it to be cut back.
09.09.19 Reports
Village Hall
Cllr. Sims reported as follows.
Another table top sale is planned for October. The upcoming village show will include competitions as well as the annual darts match. An inspection carried out be Anglian Water revealed two minor faults.
Neighbourhood Plan (NP)
Cllr. Semley confirmed that the NP is eligible to receive a further £8kin funding from Locality. WLDC has withdrawn their top-up fund. 7 sites have been put forward as a result of the recent call for sites exercise. These will be submitted for assessment. A public consultation is schedule for just after Christmas. The character assessment will also be finalised by then.
10.09.19 Matters for consideration
Village Hall Donation
The village hall committee has sourced some folding tables for £75.86 each. As previously resolved, the parish council will contribute up to £500.00 towards the cost of the new tables.
Purchase of SID
Cllrs. Arthy and Hardwick met with a representative from the Road Safety Partnership. There would not be a problem installing another SID but it would need to be on a new post. The cost to install would be £600 and they would look for contribution of £200 each from the parish council.
Cllr. Arthy also agreed to gather more information about the community speedwatch scheme. Agenda item for the next meeting.
The estimated cost for a new SID, to upgrade the existing one and 2 posts would be approximately £4,500. Cllr. Arthy agreed to obtain confirmation of current price. It was resolved to go ahead with the upgrade and new SID assuming the prices were still in this ballpark. Cllr. Arthy would circulate quotes once obtained for final approval.
Purchase of Benches
It was agreed to defer the purchase of new benches until the new financial year. It was agreed to arrange for the bench on the High Street to be removed.
Ashwin’s Charity
It was agreed to contact the late Mr Riddle’s family to ascertain what, if any, documents they might hold in relation to the Ashwin’s Charity. Historically, Mr Riddle dealt with the land rental agreements and other legal matters.
