Minutes of the Parish Council meeting held on Tuesday 2 July 2019 at 7.35 pm in Corringham Village Hall

Present:   Cllrs. P Hardwick (Chair), D Semley, P Arthy, J Sims, S Blades, M Parr, A Hayward (Clerk) and Dist. Cllr. P Howitt-Cowan.    Members of the Public: two  

01.07.19   Chairman’s Remarks
Cllr. Hardwick welcomed everyone to the meeting.

It was resolved to accept the apologies

03.07.19   Co-option of Parish Councillors
Two letters of application from Mr Wrench and Mr Stanser had been received.  After confirming that both were eligible to be councillors in the parish, it was resolved to co-opt both onto the Council.  The Councillors’ Acceptance of Office Declarations were signed.
      
04.07.19   Declarations of interest
The following declarations of interest were made:

06.07.19   Notes of the last meeting of the Council
The minutes of the meeting held on 4 June 2019 were discussed and resolved as being a true record. 

07.07.19   Police Report 
PCSO J McFaul had forwarded the following report:
12/06/19 – Burglary at a property on the High Street.  Offenders have entered the property via forcing a panel from the door at the rear of the property.
23/06/19 – Suspicious circumstances – people seen taking photos of a property on Church Street
   
08.07.19   District and County Councillors’ reports 
County Councillor
No report received.

District Councillor 
Dist. Cllr. Howitt-Cowan gave the following report:
•   Willoughton NP was approved at Full Council.  
•   The Central Lincolnshire Local Plan Review is out for consultation, ends on 18th July.
•   WLDC budget consultation will be starting soon.
•   There are plans for a cinema in Gainsborough. It will be in a central location and will incorporate a post office, travel agency and restaurant.  A new refuse depot has also been approved.
•   There is going to be a continuous walk along the riverside.  
•   The new hotel in Gainsborough should have a restaurant shortly.  
•   Corringham School is actually a church school and not a county school.  The Enforcement Team are looking into this.

09.07.19   Clerk’s Report
The following update was given:

•   LCC Highways have stated that they have now completed the repairs to the drains along Middle Street.  Cllr. Semley stated that the gullies had not been cleared.  She had made LCC Highways aware.
•   The new notice board is on order and should be delivered next week.

10.07.19   Reports 
Village Hall
Cllr. Blades reported as follows.
•   The entrance of the village hall has been painted.  Other general tidying activities are planned.
•   Unfortunately the treasure hunt had to be cancelled due to poor weather.

Neighbourhood Plan
Cllr. Semley reported that a second grant of £1,600 had been approved.  Cllr. Semley understood from Locality that the group was not eligible for the extra funding for the ‘call for sites’ exercise.  There was some debate about this and Cllr. Howitt-Cowan agreed to seek advice from WLDC and report back.  Cllr. Semley is also investigating other avenues for grant funding including ‘Awards for All’.  The draft Character Study is now complete and available to look at.  Some minor queries and corrections have been identified, including the map showing the designated area.
            
11.07.19   Matters for consideration

Newsletter
The Clerk produced the draft newsletter.  It was agreed to add the Neighbourhood plan call for sites information.  Cllr. Semley would arrange printing once finalised.

New Speed Indication Device (SID)
Cllr. Arthy had done some research on various options and reported his findings as follows:

SID with solar panel - £3,244 (£300 cheaper without data)

To fix the existing SID with a solar panel - £1,148

It was agreed to defer decision until it was understood all the associated costs of a new SID and requirements from LCC HIghways. Clerk to chase Cllr. Perraton-Williams and invite to the next meeting.

Benches
The purchase of further benches to be deferred until total cost of purchase of a new SID is established.

Tidying of Graves at the Cemetery
It was agreed to earmark a day to tidy the ‘old’ graves in the cemetery.  It was also suggested that some wild flowers be sown in part of the cemetery.  Cllr Sims to make arrangements for the grave tidying and confirm date.  Cllr. Stanser suggested involving the school children in creating the wild flower area.  It was agreed that he liaise with the PTFA.  Agenda item for September.

Naming of Proposed New Road (off East Lane)
After some deliberation it was agreed to suggest ‘North Lane’ as the name of the new road.

16.07.19   Councillors’ reports and items for inclusion on the next agenda
The following items were reported:
•   The hedge on Edmund Close requires cutting back.  Clerk to contact the housing association.
•   Ashwins Trust – agenda item for the next meeting
•   Cllr. Semley reported that there was an on-going dog nuisance on Middle Street.
•   Parts of Back Lane is overgrown.  Clerk to contact LCC Rights of Way.
•   There is an overgrown hedge on Church Lane.  Clerk to write to the owner.
