Minutes of the Parish Council meeting held on Tuesday 7 January 2020 at 7.30 pm in Corringham Village Hall

01.01.20   Chairman’s Remarks
Cllr. Hardwick welcomed everyone to the meeting.

None.  One newcomer to the village attended the meeting to observe.
            
05.01.20   Notes of the last meeting of the Council
The minutes of the meeting held on 3 December 2019 were discussed and resolved as being a true record. 

06.01.20   Police Report 
PCSO J McFaul reported that there had been 5 recording incidents in December including suspicious vehicles in the neighbourhood and a stolen trailer.  CPCSO McFaul agreed to set up the mobile SID on Middle Street once the weather improved.

District Councillor 
Dist. Cllr. Howitt-Cowan had sent the following report.
      
Chief Executive Appointment:
Mr Ian Knowles, formerly Director of Resources, has been appointed Chief Executive of WLDC. Hitherto the administration has enjoyed a triumphant of three directors, Mr Mark Sturgess retired in the autumn and Eve Fawcett – Moralee, Director of Economic and Commercial Growth, is to leave the Authority in April 2020 under her contract.  Mr Knowles has been with the Authority several years and enjoys the confidence of the leading group. His first act as Chief Executive was to appoint two assistant directors, namely Mr Alan Robinson and Mr Ady Selby, both of whom were ‘Acting’ directors until their appointments.
Commercial -  Lea Fields Crematorium:
This will be open to the public for a preview on Saturday 11th of Jan 2020 between the hours of 10am to 4 pm and I hope many of you will take this opportunity of looking over the £6.3 million complex, which officially opens commercially on 20 of January.  It is a commercial venture to hopefully bring in revenue to offset the reduction of central government funding so that current services can be maintained, whilst offering to the community this facility which is pressurised with the demand at Lincoln and at Scunthorpe.
District Cllr Appointment:
Paul has been appointed to the newly created Environmental and Sustainability Working Group which starts in earnest in January. Several years ago he chaired the Renewable Energy Working Group and has taken a keen interest in the area of reducing fossil fuels, promoting solar panels on council buildings etc. one project was the possible creation of a solar farm on the Lincolnshire Show Ground which was abandoned after central government reduced the FIT payments, which would have made the project financially unviable. 
As a District Council we are in a position to influence central government however we can but encourage our residents to join us on the journey of preventing/reducing waste at every level and harnessing the right resources to sustain the environment where we live and work. I personally cannot go along with the apocalyptic vision put forward by the passionate supporters of Climate Change. We can be Paper – less. Food waste, particularly the tonnage at Christmas, is scandalous, [I appreciate that it goes to the bio mass plant at Hemswell Cliff to generate energy for the grid] the proliferation of plastic etc can be greatly reduced. We could entertain planting more trees and/ or planting wild flowers along the grass verges and cemeteries and our churchyards. We shall give notice that the ‘throwaway society’ is within our sights. It’s a revolution in how we live and harness our precious and fragile resources. What gives me hope is that we are coming to our senses and that things are in place and being mobilized to offset the apocalyptic vision as presented by Extinction rebels. We need in WLD to be realistic and pragmatic.
Refuse Depot:
WLDC has two sites and these are no longer ‘ fit for purpose’ therefore a new site just off Caenby Corner on the Market Rasen road has been acquired for a new depot. The new complex should be ready within 12 months. The current sites are at North Warren Gainsborough but with insufficient land to build a new complex whereas the other site is on a lease, which shortly expires in Market Rasen. This is an investment and long overdue.
Straw on the A630:
I came through Hemswell Cliff on New Year’s Day to discover it littered with straw no doubt gathered over the holiday period and it looked an utter disgrace.
Early May Bank Holiday Date Change:
This has changed and Parishes may want to mark it in some way.
When VE Day dawns on 8th May 2020 it will be 75 years since the guns fell silent at the end of the war in Europe. Years of carnage and destruction had come to an end and millions of people took to the streets and pubs to celebrate peace, mourn their loved – ones and to hope for the future, but not forgetting those still in conflict until 15th August when it was announced that Japan had surrendered unconditionally to the Allies, effectively ending World War II.
The Allied forces formally accepted the unconditional surrender of Nazi Germany on 8 May 1945, following six years of conflict that claimed millions of lives therefore 8 of May 2020 will mark Victory in Europe Day and this will replace the earlier Monday Bank Holiday which would have fallen on 4 of May.
Green Waste – WLDC are to freeze the charges for this year.

08.01.20   Clerk’s Report
The Clerk reported as follows:
•   The final precept claim has been submitted to WLDC
•   LCC Highways has been informed of the continuing problem with the blocked drains on Middle Street and also the overgrown grass verge on High Street leading up to Pilham Lane.

09.01.20   Reports 
Village Hall
Cllr. Hardwick reported that the senior citizens’ lunch had been a success.  The village hall had a new, regular booking by a playgroup up to Easter. 

Neighbourhood Plan (NP)
Cllr. Semley reported that the LCC profile had been checked, corrected and submitted to LCC.  The designated area is still out for consultation; outcome expected in February.  The AECOM visit to the parish went well and their draft report should be ready by end January.
            
10.01.20   Matters for consideration
Grass Cutting Contract 2020
Resolved:  to accept tender prices submitted by the current grass cutter.  The Clerk to ask for a copy of current insurance documents.

Councillor Training
Emergency Planning for Cllrs. Sims and Hardwick.  Clerk to also attend.

Resolved:  to sign up for LALCs’ annual training scheme.

Emergency Planning
Deferred until members have been on a course scheduled for April 2020.

14.01.20   Councillors’ reports and items for inclusion on the next agenda
The following items were reported:
•   There was a general dissatisfaction by the quality of the repair work to pot holes.  The repairs do not appear to be lasting and there is still a backlog of pot holes to be repaired.  Concern was expressed about the safety of vehicles particularly motor cycles.  Further, there had been a lack of feedback from LCC re. planned road surfacing in the area.  Clerk to contact  Cllr. Perraton-Williams.  District Cllr. Howitt-Cowan commented that other parish councils also had similar concerns.
•   Again more reports of dog fouling, this time on Church Lane and in the churchyard.
•   Also a lot of littering on Pilham Lane particularly in the hedge bottoms and ditches.  It was suggested that a litter pick could be organised.
•   Parking on the grass verge adjacent to school has churned up the grass.  Clerk to enquire as to whether or not this is Highway’s land
•   Cllr. Arthy reported that the SIDS are working well together.
•   Cllr. Semley to add an update on Facebook re. various items including the Neighbourhood Plan, SIDS and the new bench as well as reminding people to pick up after their dog.
