Minutes of the Parish Council meeting held on Tuesday 6 October 2020 at 7.30 pm held remotely via Zoom

Present:   Cllrs. P Hardwick (Chair), D Semley, P Arthy, S Blades, J Sims, J Stanser, M Parr, and A Hayward (Clerk) Members of the Public: 2 

01.10.20   Chairman’s Remarks
Cllr. Hardwick welcomed everyone to the meeting.  Cllr. Hardwick informed members of the sad passing of Jan Saxon who had served as a Parish Councillor for a period of time.  The Parish Council would send its condolences and a card to the family.
      
02.10.20   Apologies for absence and reasons given

03.10.20   Declarations of interest
The following declarations of interest were made:

04.10.20   Co-option of Parish Councillor
Cllr. Hardwick informed members that Cllr. Watson had tendered his resignation due to personal reasons.  WLDC had been informed and the notice had been put on display.  The Parish Council would be at liberty to co-opt a replacement after 14 working days should there be no request for an election.  There had been 3 applications to join the Parish Council with the possibility of a fourth.  It was agreed to ask all applicants to submit a written application (about one A4 sheet in length) and these would be then considered at November’s meeting.

05.10.20   Public Discussion
A member of public asked for a follow up on the overgrown land adjacent to Edmund Close.  The Clerk had contacted the Environmental Team who subsequently carried out a site visit.  The report findings were that, whilst it is overgrown, the Officer could not readily see a problem with its appearance if it is seen as a ‘green area’.  The fact that it isn’t cut back, as might be a garden, doesn’t necessarily detract from the wider street scene.  The Officer however did write to who was believed to be the owner to request action (although no grounds for enforcement).  The Officer later ascertained that the owner(s) had passed away and at this stage it was unclear who had inherited the land.  It was suggested that the Parish Council might be able to make local enquiries about this.

It was reported that a street light was out.  Cllr. Hardwick explained that these can be reported on the LCC website.
            
06.10.20   Notes of the last meeting of the Council
The minutes of the meeting held on 1 September 2020 were discussed and resolved as being a true record. 

07.10.20   Reports from Outside Agencies and Sub-Committees

Cllr. Hardwick reported that the number of hires were good.  A decision had been made to close the café again.

Neighbourhood Plan – Consultation Events
Cllr. Semley reported that overall there had been 27 attendees.  There had also been meetings with some of the Landowners.  There had so far been 12 respondents to the questionnaire.  There were some interesting comments but nothing too contensious.  The NP Consultant also had a telephone meeting with Savills re. Thonock & Somerby land.  They were arguing the case for the Plan to be more flexible and consideration should be given to over-allocating.  WLDC were impressed with the measures taken to be COVID-19 safe.  The next stage would be to consult on the draft plan. 

08.10.20   Matters for Consideration
Donation Request – Repair of Church Bells
After consultation with LALC, the Clerk confirmed that the Parish Council is not permitted/does not have the power to donate to the PCC.  There is a separate, historical power to make a donation to the church clock.  The Clerk confirmed also that no CIL monies were yet due but again there are some constraints on what this money could be used for.  It was agreed that the only other possible source of funding was via the Ashwin’s Trust.

William Ashwin Trust – New Signatories/Review of Trustees
The Clerk reported that in order to open a new bank account the governing documents such as the trust deeds and constitution would be required.  It was agreed to contact the Church to ascertain whether or not these were held in their archives.  Cllr. Hardwick to make enquiries.

Damaged Fence
Cllr. Hardwick reported that part of the fence around the perimeter of the playing field had been damaged.  It was agreed to look at replacing all of the fence.  Cllr. Stanser agreed to obtain quotes for the work.  To be considered at the next meeting.

There had been 2 incidents called to the police in the past 4 weeks from the village and both incidents were not for the public’s interest.
