Minutes of the Parish Council meeting held on Tuesday 7 July 2020 at 7.30 pm held remotely via Zoom

Present:   Cllrs. P Hardwick (Chair), D Semley, P Arthy, S Blades, J Sims, M Parr, Cty. Cllr. Perraton-Williams, Dist. Cllr. Howitt-Cowan and A Hayward (Clerk) Members of the Public: 0 

01.07.20   Chairman’s Remarks
Cllr. Hardwick welcomed everyone to the meeting.

05.07.20   Notes of the last meeting of the Council
The minutes of the meeting held on 2 June 2020 were discussed and resolved as being a true record. 

06.07.20   Reports from Outside Agencies and Sub-Committees
Corringham Village Hall
Cllr. Hardwick reported that had been several enquiries as to when the village hall would be opened again.  The committee was working through a COVID-19 risk assessment and would follow the guidelines.  The cafe and craft club will be the first to open.    The toilet refurbishment is underway.  £150 had been received from LCC from sanitising equipment, masks etc.

Neighbourhood Plan
Cllr. Semley confirmed that the grant of £6,500 had been received.  The Character Assessment has been completed and ready for completion.  The Call for Sites statutory consultation ends on 24th July.  Some consultees have yet to respond.  LCC has some concerns re. public rights of ways.

A draft methodology for site selection had been circulated prior to the meeting for comment.  

Plans now need to be put in place for the public consultation.

07.07.20   Matters for Consideration
Parish Council Facebook Page
It was agreed that the Parish Council Facebook page should be free from buying/selling and commercial adverts.  It was felt that there were plenty of other local FB sites which were more suited to this.  Cllr. Semley would put on notice up on the Parish Council’s FB page.

Repair of the SID
Cllr. Arthy reported that the faulty SID has been taken back to the factory for repair.

09.07.20   District and County Councillors’ reports 
County Councillor
LCC meetings were being conducted remotely.  

The reported skid marks on Mill Mere were being removed by taking off the surface dressing.

Work on the Corringham Road Junction layout to begin in September.

Cllr. Perraton-Williams agreed to follow up of various highways issues including the outstanding road resurfacing around Corringham and outstanding pot hole repairs.
    
District Councillor 
A newsletter was circulated prior to the meeting.  

Cllr Howitt-Cowan reported as follows:
•   He has now taken on the Kelsey Ward until there is an election which will not be until May 2021
•   COVID-19 – 1,300 food parcels are being delivered per week
•   Devolution is on the agenda again
•   Majority of WLDC staff are working from home.  There has been savings of around £11K in fuel alone.  They will continue using TEAMS for the foreseeable future.  
•   COVID-19 has forced a reappraisal of the Budget.   Some £3 million additional expenditure has been required.  The Government has given £1 million so far.
•   A consultation on Sustainability and the Environment has been launched.

11.07.20   Councillors’ reports and items for inclusion on the next agenda
The following items were reported:
•   Suspected rats’ nest living in the large hedge near Edmund Close.  Clerk to report to the Housing Association.
•   Willow Tree overhanging East Lane.  Cllr. Perraton-Williams agreed to follow up.
•   Broken gravel board outside the pub.  Cllr. Semley agreed to arrange removal.
