Minutes of the Parish Council meeting held on Tuesday 4 February 2020 at 7.30 pm in Corringham Village Hall

Present:   Cllrs. P Hardwick (Chair), D Semley, P Arthy, J Sims, S Blades, M Parr, J Stanser and A Hayward (Clerk) Members of the Public: 4 

01.02.20   Chairman’s Remarks
Cllr. Hardwick welcomed everyone to the meeting and advised that Cllr. Wrench had resigned from the Parish Council and the Neighbourhood Planning Steering Group.

03.02.20   Declarations of interest

04.02.20   Public Discussion
A family from Aisby gave an outline of a planning application they were about to submit to WLDC.  The Parish Council thanked them for the information provided.
            
05.02.20   Notes of the last meeting of the Council
The minutes of the meeting held on 7 January 2020 were discussed and resolved as being a true record. 

06.02.20   Police Report 
PCSO J McFaul    was unable to attend the meeting but reported that there were no crimes of interest reported for January.   
      
07.02.20   District and County Councillors’ reports 
County Councillor
No report received.

District Councillor 
Dist. Cllr. Howitt-Cowan had sent the following report.

1.   CINEMA  - although the project has to go to Planning, English Heritage has approved on the scheme, which is a big hurdle
2.   the Post Office will move during the building of the cinema into the former Santander premises on Market St
3.   The Southern Extension near where I live ie Foxby Lane  building to start in April with 400 odd dwellings
4.   The Northern Extension is still on the drawing Board
5.   The revision of the Local Plan is supposed to be ' light touch' however it is already agreed that the housing numbers are over ambitious, watch this space!
6.   LGA Local Government Association has given WLDC a good 'health check', its report is due within several weeks and will be made available to us when its released.
7.   We are looking at member training on line and this is developing , I have wanted this when elected in 2010 and now its almost ready in draft
8.   English Heritage is taking over the management of Gainsborough Old Hall on 1 of Nov and I am meeting with its representatives on Thursday
9.   Police Commissioner Elections 7 of May and I believe County Cllr Elections in 2021
10.   I was with the police Commissioner on Friday at Hemswell Cliff to hear him speak about policing in Lincolnshire who do a great job with their monies and  innovative workingI hope you have a good meeting. Please do not hesitate to get back to me if I may be supportive in any way
11.   Brexit whilst a great supporter, I appreciate that there are matters to resolve -  I was in talks with Mobile Structures at Heapham because it employs Rumanian workers because it cannot obtain locals to work for them and Brexit may impact upon their labour force after 2020.
12.   GrainWold - I visited their site last Tuesday as it has a planning application in process, it is hoping to extend its site.
13.   All Friday I attended an Away Day at Hemswell Court on WLDC business.

08.02.20   Clerk’s Report
The Clerk reported as follows:
•   Upcoming training booked:  Emergency Planning 23rd April at Washingborough and website upgrade training on 5th March at WLDC
•   Correspondence sent to the Cty. Cllr. re. concerns about the quality of the pot hole repairs and also ownership of grass verge near school.  As yet no response.

09.02.20   Reports 
Village Hall
Cllr. Hardwick reported that the new tables are on order and will be delivered next week.  The committee are now looking at quotes for the toilet area.  
 
Neighbourhood Plan (NP)
Cllr. Semley reported that the AECOM site allocation report should be completed next week.  Each site has been judged against a set criteria and a traffic light system used to indicate suitability.  The designated area is still in the consultation period.  The Central Lincs. Plan has confirm the number of dwellings in Corringham as 163, therefore the uplift is 24.  There is approximately £160 left from the latest grant and there is an additional £8K available to apply for.  Projected costs are £7K.
            
10.02.20   Matters for consideration
Village Litter Pick
Cllr. Hardwick agreed to invite the primary school to join in the litter pick. A date in spring would be agreed.

14.02.20   Councillors’ reports and items for inclusion on the next agenda
The following items were reported:

•   Large construction vehicles are using Mill Mere as an access to the East Lane development.  The Lane has a weight restriction on it and construction vehicles should not use it.  Cllr Stanser volunteered to mention this to the builders on site.
•   It was suggested that the deeds and other legal documents pertaining to the Ashwin’s Trust could be held in the PCC archives.
•   A willow tree on East Lane is overhanging onto the road.
•   There was a general discussion about the mud on the roads particularly Middle Street and the speed of some farm vehicles.
