Minutes of the Parish Council meeting held on Tuesday 3 March 2020 at 7.30 pm in Corringham Village Hall

01.03.20   Chairman’s Remarks
Cllr. Semley welcomed everyone to the meeting.

03.03.20   Declarations of interest

05.03.20   Notes of the last meeting of the Council
The minutes of the meeting held on 2 February 2020 were discussed and resolved as being a true record. 

06.03.20   Police Report 
PCSO J McFaul    was unable to attend the meeting but reported that there were no crimes of interest reported for February.   
      
07.03.20   District and County Councillors’ reports 
County Councillor
Cllr. Perraton-Williams had sent an email explaining that, due to logistical reasons, it was not always possible to attend parish council meetings but offered a video call as an alternative.  Cllr. Perraton-Williams has reported the outstanding highways issues and lack of maintenance to LCC Highways and has got them ‘fixed’.   

Clerk to chase up Cllr. Perraton-Williams for clarification of the ownership of the grass verge outside the school and also explain that the Highways issue was as much to do with the quality of work, ie. the need to keep repairing the same pot holes as the outstanding repairs themselves.  

District Councillor 
Dist. Cllr. Howitt-Cowan had sent the following report:

Change to Political Balance at West Lindsey:
Two Independents are to enter into a memorandum of Understanding and align themselves with the Conservatives who form the leading Group at WLDC. They already do vote with the Conservatives on an ad hoc basis. It now gives the Leading group an overall majority of 6.

Community Lottery:
This is to be launched on Tuesday 3 of March at Hemswell Court and after that event I shall be better informed to tell you much more about this lottery which should have appeal for local worthwhile causes.

WL Open Churches Festival 2020:
This is in May and several churches are taking part namely, Corringham, Spital in Street, Heapham  Hemswell, Grayingham, Willoughton Springthorpe and Glentworth which features on the publicity for this year

Environmental & Sustainability Working Group:
This is driving the Green Agenda and the 64$ question is what further contribution can we make at the local level towards this? Civic Pride is to be encouraged and is well displayed in the litter picks done at Hemswell Cliff and Willoughton.

Straw:
I continue to be appalled at the straw littering at Hemswell Cliff. I have written to the LGA Local Government Association to explore what it can do about it as that organization has influence over those who lever power in Government. Hemswell Cliff cannot be the only village to experience this in the UK.The straw problem goes against the environmental concern at WLDC.

Community Tax or the rates will increase by 2%  2020/21, which is the lowest increase across Lincolnshire, WLDC cd have increased it further but we decided not to do so. The largest increases will be in respect to the Police and LCC 
Green Bin Collection: will be extended on a pilot study for 2020/21 with no extra cost
Dog Fouling [as with fly tipping and general litter] generally is a scourge and Council has decided to focus on these areas of concern across the district and wd encourage parish councils to support us in this campaign. It is illegal to allow dog fouling etc difficult to prove and enforce, its a minority who do it and educating that minority to have civic pride is a real challenge. Everyone needs to have a better care and respect for the Environment and it begins where we live.
33 Cremations to date at Lea Fields, which is well on course according to the business plan   
08.03.20   Clerk’s Report
      The Clerk reported as follows:
•   The Parish Council will be at liberty to co-opt on a new member on or after 10th March.  
•   The willow tree which is overhanging on to the road on East Lane has been reported to Highways.

09.03.20   Reports 
Village Hall
Cllr. Hardwick had forwarded the following report:

The new tables have arrived and were used at the last quiz night.  They are vice nice, so much easier to store and carry – thank you very much to the Parish Council for helping us purchase these, we are very grateful.  We continue with the same regular bookings.  We are hoping to have a table top sale n April and a Fashion Show in May.  It has been suggested some type of celebration for VE day this is still in the planning stage.  A flyer was distributed around the village for people to supply ideas for what they would like to see in the village hall.  We have had a few replies and definitely food for thought.
 
Neighbourhood Plan (NP)
Cllr. Semley reported that the Locality grant applications were closed at the moment.  It would be open to new grant applications in the next financial year.  The consultation in relation to the designated area closed today.  The AECOM call for site report is still in draft stage.  This report goes out to various outside agencies for comment.  It is envisaged that this will go out to public consultation late March/early April.

The following items were reported:
Cllr. Semley reported that the SID was sometimes slow to activate. This might be because of its positioning.
